Making a basic CRUD app for earthquake victims in Turkey

Twitter in Turkey is a mayhem right now with thousands of retweets of addresses where buildings collapsed. The data is messy, unformatted and unreliable.

I would like to make a basic CRUD app with Google Maps integrated where users can see all addresses posted and prevent duplicates. Something simple and one page..

I have no Js, PHP or Web development experience. Zero frontend knowledge. I know Flask but I don’t know where to start/ what to do. I would really appreciate any help.

Housing in Turkey, especially some areas in that region is outdated and mostly apartments. I really believe this could be helpful.
